The WHO attempted to blame the results on having a small sample size, but we know they did not really feel this way because in the Journal of the National Cancer Institute, where the results were published, the researchers stated: “An important aspect of our study in relation to previous studies is its size, which allowed us to obtain risk estimates with good statistical precision”

The Wall Street Journal also covered the report on the 19th March 1998, and had this to say:

For the past 15 years the antismoking lobby has pushed the view that secondhand cigarette smoke is a public health hazard. This was a shrewd tactic. For, having failed to persuade most committed smokers to save themselves, they could use proof that passive smoking harms wives, children and co-workers to make the case for criminalizing smoking.
